چکیده
استعاره ها نقش کلیدی در ساده سازی مفاهیم پیچیده و هدایت گفتمان عمومی ایفا می کنند و ابزاری اساسی در حکمرانی و سیاست گذاری محسوب می شوند. حوزه فناوری و نوآوری به دلیل دارا بودن ماهیت فرارشته ای و سرعت بالای تغییرات، می تواند از این ابزار بهره بیشتری ببرد. این پژوهش با هدف بررسی نقش های چندگانه استعاره ها در حکمرانی علم و فناوری و ارائه چارچوبی عملیاتی برای بهره گیری از آن ها انجام شده است. این مطالعه تأثیر استعاره ها در انتقال مفاهیم انتزاعی، تقویت ارتباط میان ذینفعان، و طراحی راهبردهای فناوری و نوآوری را مورد بررسی قرار داده است. برای تحلیل داده ها از روش فراترکیب استفاده شده و ۲۳ مقاله علمی مرتبط که نقش استعاره ها در فناوری و نوآوری را بررسی کرده اند، تحلیل و کدگذاری شده اند. نتایج پژوهش نشان می دهد که استعاره ها ابزاری مؤثر برای تفسیر پدیده های فناورانه، ایجاد چارچوب های مفهومی نوآوری و تسهیل درک مسائل پیچیده حکمرانی هستند. چارچوب پیشنهادی می تواند به سیاست گذاران کمک کند تا از استعاره ها برای ارتقای ارتباطات سیاستی و بهبود پیام رسانی در حوزه های نوآوری و فناوری بهره مند شوند.Hidden Gears of Governance: The Role of Metaphors in Understanding and Steering Technology and Innovation
Metaphors play a key role in simplifying complex concepts and guiding public discourse, serving as essential tools in governance and policymaking. The field of technology and innovation, due to its interdisciplinary nature and rapid pace of change, can benefit greatly from these tools. This research aims to examine the multiple roles of metaphors in the governance of science and technology and to provide an operational framework for their use. This study investigates the impact of metaphors in conveying abstract concepts, enhancing communication among stakeholders, and designing technology and innovation strategies. A meta-synthesis method was used to analyze the data, and 23 scientific articles that examine the role of metaphors in technology and innovation were analyzed and coded. The research findings demonstrate that metaphors are effective tools for interpreting technological phenomena, creating innovative conceptual frameworks, and facilitating the understanding of complex governance issues. The proposed framework can assist policymakers in using metaphors to enhance policy communication and improve messaging in the fields of innovation and technology.
